According to President Duterte, he won't allow any Mayors involved in drugs to choose own police chiefs. It's because there's a lot of local chied executives involved in protecting drug lords in their respective area.
After the five narco generals of the police force, the drug mayors – at least 23 of them are about to be named by President Duterte.
